Ruin III has a 1.5 second base GCD on purpose, why?

You are SUPPOSED to weave it, if you weren't supposed to you'd be at a 2.5 base GCD with the rest of us.

If you aren't weaving a GCD with an instant every single cast, you are actually losing dps for it.
