That timing doesn't help their rDPS. It helps that of whoever gives the buffs under which Communio falls. And even then Reaper's rDPS outperforms any of its more complex and interdependent, let alone lower-(non-rDPS)-utility colleagues.
They're synching up Raid buffs so they'll do their usual Arcane Circle > Plentiful > Lemurs Shroud opener, then hold Shroud Gauge only. They will constantly spend Avatar Gauge as normal (literally have to so they can generate Shroud Gauge)
This allows them to have a much extended burst phase
21 seconds of burst as it takes 7 seconds to go through Void>Cross>Slice Void> Cross > Slice> Communio then a short respite between where they reapply death mark or spend Avatar Gauge/Plentiful Harvest then back in
A 3-5 seconds cooldown increase would remedy their ability to have that hugely extended burst phase which literally no other job can do.
Again, that is irrelevant to balance outside of the party-wide compositional level. Reaper is overtuned even in its own rDPS, which does not include the Reaper's skillful use of raid buffs, because any such bonus damage is attributed to the rDPS of those who granted those buffs, not to the Reaper.

We will have to see how it shakes out in Savage. These ex fights have tons of padding. Even then, Reaper and Sam/BLM are within the margin of error of each other for rDPS for both fights. Personally, I hate seeing things get nerfed in general. Buff the under performers (DRG,NIN,SMN, etc) and tweak BLM and SAM to be above and outside the margin of error over reaper and monk. Just my 2c.

Their burst mode is literally what is putting them head and shoulders above everyone else, they're decidedly average without it.
Just pop on your nearest Abacus site, pull up the top RPR, look at what each skill is doing and it'll be those 3 skills as the very top for every Reaper.
Oh also the fact they have literally no animation locks and the only cast they have is Communio which is fast enough that it doesn't interfere with the sheer volume of auto attacks they put out.
What you're asking for is the job gutting and while they are indeed number 1, it's not by such a chasm that they need to start wacking potency.
A slight cooldown change is enough to bring them down to a reasonable level.
How are you reading "that's not how rDPS works" as "Reaper shouldn't have burst"?
Again, the raid-buff sync of Reaper's burst has no impact on their rDPS, i.e., the value they bring to a raid (damage dealt plus bonus damage given minus bonus damage received). It affects their supports' rDPS, not theirs.
They are heads and shoulders above already in rDPS, not just raw damage. Take out all skillful timing of their burst and their rDPS would still be, unaffected, in the lead.

Titan and Garuda abilities are instant these you weave between ruin III casts....but apparently this concept goes over the head for some despite it being the most obvious rotation since DRG rotation.
You don't "weave" ruin 4 or the summon casts, they're gcds, not abilities.
Your post suggests that the concept of weaving goes over your head. :^)
I like the smn rotation. They just need more dmg due to rdm destroy them. They should be the mnk of caster.
One would expect such arrogance to be "warranted" by some knowledge at least, but when you don't even know what "weaving" is...
I hope that person is just trolling because the things they're saying about not only SMN but the supposed correct way of playing this game are making me waste neurons
