If they do more "open world" content, it will be instanced. And people will complain that its not open world, when it is, its just not in La Noscea, or the Tempest, or Kholusia.
Yet they can go against that and try to change how we currently interact with the world. By adding the things I said, again you would have something new to target adding more depth to the world and reasons to explore and find things. Possibly even add lore within the world for the areas we're in. again things ESo has done and its working out amazingly. People organize Dragon(world bosses) Hunts within the zones they spawn in.

Group dungeons can be made so people can all interact with a target for a quest and it not conflict with someone else doing the dungeon, ESO tech on world scaling and How a quest objective works from player to player is god for the type of situations you;re speaking on, so again, No zerging,, quests syncing up when you join groups and desyncing when you leave. Soloable and can be done in groups. Its all very doable and very possible. Not everything has to be instanced and for what its worth FF is as per usual the black sheep in many regards on how these things are handled.
