I'm not saying activity = content. I'm saying activity is part of a particular content. The activity of raiding is part of a raiding content. The content is tomestone gearing. Duty roulette as an activity is a part of that content as it's one way to earn tomestone at max level.
You are paraphrasing and badly. You showed me that content is "the things included" or "the amount of a particular constituent", neither definition refers to the means of getting the things included or even "something that is a part of something else". Content are the items within, that is all.

Activity is the doing of a particular piece of content. The activity of raiding is not a part of the raid's content, it is the doing of the raid's content. The content is the tombstone, the activity is the gearing, duty roulette as an activity is the doing of the roulette's content.
