
If someone asks you "what is there to do" they are not specifying "endgame content". The definition of activity is "a thing someone does" which means they are actually asking for endgame activities.The reward you get is not the whole max level content. It is also the activity associated with getting that reward.
If someone asks you what is there to do at max level, you can tell them to do raid to get raid gear or to do roulettes (or other means) to get max level tomestones for tomestone gear which can be further upgraded. Those are alternative endgame content for people to do at max level in terms of gear progression.
Show me the definition which says content is an activity.
It is an example of a piece of content so it would not be in the definition. The content of the tomestone gearing system is made up of the reward of the max level gear and the means of getting that reward which includes various activities that earn you tomestones upon completion which you can trade for those gear.

Activity is the doing of a particular piece of content. The activity of raiding is not a part of the raid's content, it is the doing of the raid's content. The content is the tombstone, the activity is the gearing, duty roulette as an activity is the doing of the roulette's content.

The mechanics, by which you mean, the enemy's attacks are a part of the content, sure. The doing of the mechanics, as in the avoiding of the enemy's attacks, is an activity you perform and is not a part of the raid's contents. Doing the duty roulette is an activity, not part of the content.By activity, I mean what you do as part of the content, not the fact that you are doing it. The mechanics of the raid is part of the raid content, and you do the mechanics as part of doing that content. The same way you do duty roulette as part of doing the tomestone content.
