You can blame the servers for Rescue sucking.My issue with Rescue is it doesn't feel nearly as responsive as Leap of Faith in WoW does. I can see the danger coming, use Rescue in plenty of time then watch the player still be left where they were for a good second before they slowly start sliding slowly toward me. Sometimes they end up out of danger in time, sometimes they still get hit. I never had that happen in WoW. I used Leap of Faith and they were instantly pulled to my side.
Rescue also can get interrupted by small terrain features. Small difference in elevation
or a small rock in the way and the targeted player gets stuck, sometimes still in the danger zone. Granted that shouldn't be an issue in high end trials and raids but it can be a problem in some dungeons. And again, it was never an issue with Leap of Faith. The only thing that would cause Leap of Faith to fail to work correctly was a complete LoS issue. Small terrain differences and gaps did not cause problems.
I suspect some of situations were players think they're being trolled and pulled into the danger zone by the healer are really the result of the things I mention above though certainly there are malicious players out there who abuse it because it's a friendly fire tool the developers have placed in their hands and they're more interested in killing other players than completing content quickly and efficiently.
Personally I'd be fine with its removal from the game. I don't see it as a reliable tool and it's definitely one that's subject to as much abuse for malicious reasons as proper use. I also believe in personal accountability - players need to learn to get out of the danger zones on their own instead of expecting someone else to pull them out.
How it works is that once you use Rescue, the game has to tell the other persons computer "Hey, you're moving" - once that information is sent, THEN they start to get pulled. So.. ya know.. server ticks. 3 seconds.. etc, etc.
