Seems most likely, agreed. Especially since the dialog used to describe Viera Clans is almost identical to the one describing tactics clans from long ago - including the names of the clans themselves. With all our other races having a lot of minor differences (besides something like Hyur), and the lore matching lore that institutes its mostly color difference... Most likely its not going to be a grand difference.
