That probably indicates the males weren't ready yet when they were preparing the first reveal, and perhaps could suggest that the males and females are quite different from each other. But that we're getting both in some fashion has essentially been confirmed. The only thing we still don't know is what the males look like.

(Personally, I'm hoping for something close to the old concept art that shows them quite similar in build to the females, just slightly shorter. Ronso-like would be cool, too. If they end up with the little cute version, well, I guess there's other people who might like that, even if I'm not one of them.)
Except that talking about/confirming no male viera still falls under the umbrella of "information about male viera at tokyo fanfest." It absolutely does make sense to hold off on revealing something like a genderlocked race so they can spend more time explaining the why's and cushion the backlash with even bigger reveals, such as the new 8 man raid, the full trailer, the next job of which there has been no hints etc.

The thing that doesn't make sense is if they just needed more work he could have and would have said so, he has never had any problem in the past (and even at that very same fanfest) telling the players they can't show something because it's not quite ready yet.

He has shown an incredible reluctance to even state they're coming which is very telling, only avoiding the questions or copping out and deferring to the next fanfest.
