SE: Can we get back skip cutscene in Main Scenarios?

Return the ability to skip but with some restrictions.

1. Players watching cutscenes cannot be vote kicked

2. Bosses cannot be engaged while a player is watching a cutscene and for 30 seconds after the cutscene ends. The 30 seconds is too give the player time to catch up, if the player has not rejoined the group when the 30 seconds end..the group can engage the boss.

3. If the player is present when the cut scene ends. The boss can be engaged anytime. Present as the player is in the boss area!!
