Really, it sounds fairly straightforward.

You start casting. You move. You stop casting. You stop moving. You can start casting again right away.

It isn't a Chainspell effect, it's simply them telling you that you can start casting again right away with only the slight delay caused by the typical MMO lag.

You could cast while moving, but then you took an arrow to the knee, and must stand still.

Well i read reins translation and compared the two and @ the end of reins it says. The reason we are adding this feature is not just to be able to cancel spells. So i am guessing they are adding some flavor to mages spell casting
