This is great, but as long as they don't do what they did to the Au Ra females to them, or heavens forfend, use those horrendous loli bunnies, then I'm ok with whatever they do.
At least with a new job it's always there. If you've leveled everything else or you're looking for some new way to try out the game then there's always a new job to try. New jobs offer new mechanics and different gameplay for content.
With a race it's just a cosmetic feature. You'd just be doing the same things but with the camera angled higher or lower.
An expansion that only presented a new race most likely wouldn't do as well. A new job is something that's always there to try out. If you're only given a race that you'd have absolutely no interest in then you'd essentially be paying $30+ for a fantasia you wouldn't use.

Concept art is just that: a concept or idea that may or may not even be proceeded with, let alone made exactly how it's depicted (in game design initial concepts are liable to go through a lot of change and development from the initial concept to the final design, to the point the finished product may not even resemble the original concept at all.
And as that concept art is old (from.. 2013/2014 I believe?), if SE are hypothetically working on adding viera, I would bet my Curtana that how they would end up would be nothing like that artwork.

and if they add a new race it will come with a fantasia just like HW
Again, race is merely a cosmetic feature. You can apply the "it's always there" argument to it as well, but I'm willing to bet that the majority of players aren't particularly interested in races barring fantasia whales. A race adds nothing to the gameplay as a whole outside of a point or two in a certain stat.
People like jobs because they add to the gameplay. Playing a RDM feels completely different to playing a MCH, but playing a Roe feels no different to playing a Lala outside of a different camera height. Releasing an expansion that only has a new race would be a weird decision on SE's part since they'd be risking sales over a race that maybe 5~10% of the player base would be interested in.
Also you do need the expansion to be able to play the new race, so if you're not interested you'd just get a free fantasia to collect dust in your inventory.
Before anyone says, WoW can get away with releasing race only expansions because jobs are able to have different specs and races have their own traits that apply to said jobs. So at a base level there are some gameplay mechanics tied to it.
I would sacrifice a new race, new jobs for new customization in character creator such as new tatoos, faces, hairstyles, etc. And a more emphasis on job balance and content.
Because as we all know, Final Fantasy games are a bastion of sensible armor and fashion.
