If they were to develop a completely new engine, even just porting all the assets, it would likely take a lot longer than nearly a year to fix everything properly. You likely would also lose your house in the transfer and character if they went by what happened between 1.0-2.0.
This is a myth that simply is not true - ARR uses a custom-made engine based on elements of the engine used in FFXV (Luminous Engine), it's not simply a 'reuse' of Crystal Tools (1.0's engine). Shortcomings and oversights in ARR are because of time constraints that led to SE only concentrating on designing a base game with it's core elements working better than what 1.0 did for ARR's launch, with 'fluff' like glamour set aside for future implementation at a much later date. Unfortunately, because of this ARR was developed somewhat as a 'closed system', with it's core elements being rather difficult to adapt for new functions (the issues with glamour are an example).

Really, they are unlikely to ever do what they did with replacing 1.0 with ARR again, rather than 'upgrade' ARR with a new more advanced engine it would just be more feasible and likely for them to instead devote resources to developing a whole new game, as this was actually the whole circumstances for FFXIV 1.0's development in the first place - they felt instead of updating FFXI's aging PS2 engine and graphics the money and resources for such a project would be better spent on desiging a brand new FF MMO.

Of course the end result was alas not what they had planned or expected, but the hubris of 1.0 does not mean SE won't do the same with FFXIV too - after all there are rumours that they are already working on a new FF MMO, but that is another story.
