Unlike in other setting where beast-like race already considered to be an established race, the ones in FF14 are at best minor faction, and at worst shunned by every nations. When the Aura was introduced in HW, it was integrated in a way that pretend their population has always been 'there', and they are already established as part of the society. The only one beast-like race that is exception to this is the Wolf-like race in Doma. And even making them playable is a long stretch.
From a narrative perspective, one limited area of what the player character can be is because "we are special". Warrior of light, defender of Eorzea and all that craps, that's why our character can never be anything other than from an established race. In other MMO, the character is not special, for example in WoW, the player is an exceptional soldier, but also one among many equal, that's why we can be whatever we want that's on the side of our alliance. Most people asking for beast-like race are players who had long finished the story and just looking for something fresh to look at, but imagine a lvl 1 character going through the entire MSQ as a beast-race, that'll just break so many aspect lore wise.
That's why if and when they introduce Vera, it'll be most likely like how they did Aura. We'll just have to conveniently accept the fact that the race is already part of the NORMAL Eorzea society for the story to keep its consistency.
