    Nothing is going to fix the problem because of how the game is fundamentally designed, ward or no ward. FFXIV is a very heavy instance game and there is only so much resources that can go around. They had to place a cap on Housing System as to not interfere with other things like raids, dungeons, and even worlds in general.

    Sadly new players are used to picking heavily populated worlds because that is how it worked in other MMOs and find themselves at a disadvantage because FFXIV really doesn't work like that. Games like WoW focus more on worlds and with little instance content. Then you have people who don't just want access to the housing system, but a mansion on the hill and can't fathom to settle with an apartment or small house.

    P.S. I think that the wards share data with world servers which is why there is still the 30 item cap while interior item cap was doubled.
