We don't want to get bugged down in arguments during dungeons and raids, instead the wish for a meter derives for clear cut evidence of underperformers we wish ourselves to get rid of.

When they are unwilling to heed advice, strive for self-improvedment or even check for guides on these forums/reddit/dedicated websites, then they have no place in progression oriented duties.
Only thing we can do is advice them, but if they wont listen then its either kick them out or ignore and continue. You can not force them to change, if they they do not care. A damage meter will show the underpreformers, but how much harm will it do the community, compared the good that it can do. Past experience has shown me that they bring more harm then good. SE too think this is the case, which is why we do not have official addon support or a damage meter in the game.

If you are looking for underpreformers, you can always use the parsers that people are already using and advice the underpreformer, if they wont listen, kick them out or ignore them.
