Why are low standards for dps acceptable?

Tanks: Tank first, DPS if aggro is secured.
Healers:Heal first, then DPS when the party is secured.
DPS: DPS properly (not maxed, but at least trying)

All party members should be avoiding avoidable attacks and watch their aggro.
