IMO anything that will only make this content much more slower should be prevented, bcoz you are an expert and he is not.

I get FF14 is very mainstream etc, but it's still very expansive as an MMO. People should at least take a few minutes of their time to do a bit of research, whether it's about their rotations or where the next job quests are. This isn't a generic FPS where you can just jump in and cap fools in 30 minutes of blind learning. MMOs push for some form of dedication. Not every single thing in a game should have your hand held.

If their friend is being particularly insistent about it, they can feel obligated to queue with them even without their full moveset. When I was in the middle of doing my Warrior, machinist, and ninja level 60's, I was more or less kidnapped to go and queue up for content despite not having my entire moveset. It's possible for a BLM to not have fire 4 for a similar reason.
Those chances are very very low. If I meed someone on a end game dungepn that didnt unlocked all this post 50 skills. IMO, there's a few jobs that can get away without having their lv60 ability right away. WAR and NIN are definitely two of them (I haven't finished MCH, but isn't the MCH 60 Ricochet, which, if so, would also fall under the "not as important" category. SCH, DRK, AST and MNK also have "minor" lv60 skills [not saying they're bad, they're mostly cool-downs that ultimately won't affect a new 60 all that much. Except SCH...hands please, who has actually used Dissipation for anything other than wanting to randomly eat your fairy before?]. BLM is not. Its also probably the worst job to get to 60, since the entire rotation changes pretty dramatically (from what BLM are used to. DRG has it second-worst, but I feel DRG eased into it a lot better than BLM). I do feel bad for new BLM, but at the same time you'd think this absolute confusion over what to do would push most to consult Google...
A fresh (really really new) 60, of any DPS (tanks and heals, sorry, but your jobs really don't change a ton 50->60), I'm OK with them not being terribly good or really understanding of their 60 rotation. But the way the BLM in the OP was talking...he's been 60 for a bit (or is just a jerk, either way), so he should have done some sort of research, or asked his FC for help.
