As a scholar, you have 28 base skills. 9 of these are directly DPS-related. Why anyone would choose to ignore a third of their job's skillset is beyond me.
This right here is pretty much why the healer DPS meta is always going to remain (barring an overhaul of fight design and/or itemisation). While the other healers got a few DPS skills, none of them got the luxury of having a DPS base class, plus a partner (fairy) that's always healing even when you're not. No reason not to take advantage really when you consider those points.

    Exactly!

As a scholar it's very easy to shield the tank on pull, switch to clerics and dot and bane the pack before the tank even takes much damage considering after they drop below 80% the fairy starts healing them. This should really be the bare minimum per pull tbh unless your tank doesn't know what defensive cooldowns are

As for healer DPS in general, it's very easy to shield/regen the tank and dps until they drop to around 50-60% and a very good healer can risk more, but you can push farther as a Scholar given our superior mitigation and fairy. As a scholar I personally let them drop to around 40% for tanks that i don't know and just lustrate them because i might as well get some extra DPS in and burn my spare Aetherflow stacks as it comes off CD.

Unless a tank buster is about to begin there's no reason for the tank to be on 100% HP all the time.

As for me personally i have a heal/dps ratio of roughly:

    Whm : 40/60
    AST: 50/50 atm still levelling
    SCH: 20/80

For general content i pretty much never leave Clerics stance as a sch

I let my tanks drop to about 20% before I start healing them, so Im very good xD But hey, I average about 500-550 dps in neverreap (as an ilvl184 WHM), that's not bad. Of course it's treading on thin ice, but knowing the damage output in endgame dungeons it's not even that risky.
Bragging off, it really depends on a content. Yesterday I went to Titan NM with my rogue for levelling roulette. Ended up with a scholar who outright didn't heal at all, only dpsed titan, of course we had problems, because fairy can't handle Titan alone (that SCH was knocked out of the arena 4 times didn't help either). We did it after all tho

Risky but awesome i only let them get that low when it's someone i know though, not worth the hassle it might cause from some random tank. Once let my DRK friend drop to 10HP in the big pull that you can do at the start of Fractal and that damage is actually pretty good, heck its more average damage than most of the DPS i see :L

I agree it depends on content, but short of savage it's mostly about player skill or lack there of in your case it's pretty obvious a fairy won't solo heal a primal so that's totally on the player there thinking she could. The fact he was knocked off so many times either proves it or they had "lag" like everyone suddenly experiences in Titan

True, random tanks tend to freak out and starting to mash their keyboards in search of defensive cds (which is not bad actually), but when they pop something like Hallowed ground I have to stop and explain that everything is gonna be fine and I know what Im doing Although I can't say Im always flawless, I use Bene when Im in a pinch and I did drop tanks, while being overexcited DPSing, but it never caused a wipe, not even once. I just SQ ressed tank and went all heal mode till he's up.
As for DPS, I see myself as quasi DPS, so I try to compete as hard as I can with other DPS xD Of course with BLMs and SMNs I bite the dust in 95% of cases, but with melee I top DPS on double pulls most of the time. It's boss fights where my DPS drops significantly (to about 300-400) because single target and have to actually heal sometimes.
