Tool tip isn't super clear. Is the 20% increase of magic healing potency or whatever it is just on the person with Synastry? It just says increases the casters healing potency by 20% for 20 seconds so I assume it's similar to Divine Seal?

It increases the healing on everyone, yes. You have the "healing up" -buff icon separately on you, and the actual Synastry aetherial bond thingy buff icon up separately (sort of like how Vengeance has dual icons). So yeah, as you said, it acts similar to Divine Seal in terms of the healing increasing component, the special effect of Synastry aside.

Is it the same as Divine Seal as well in that I can pop it on someone to get the Healing Up buff, and then if I do an Aspected Helios while in Diurnal, the regen effect also gains the healing increase on the HoT?It increases the healing on everyone, yes. I know but it's hard to in game because I'd have to while in a dungeon since you can only use Synastry on another party member otherwise I'd test it outside of a dungeon like most spells. I tried when in the Vault earlier but it's too hard to keep count in my head how much HP it's restoring while still having to actually heal.

Yes this works. Its A flat 20% increase on any healing spell you cast whilst under synstry buff. HOTs will snapshot your buff when used.
Using Synastry on the tank and then healing that tank directly with benefic or benefic II will boost its healing potency by about 65%. It's pretty handy if you feel your heals aren't keeping up.
You can also test stuff like this by summoning your chocobo to form a party.<3

They changed Synastry at the time they buffed AST majorly so that even if the person you're healing is the bonded target, they'd still get the bonus. And yes, it does work. Nothing like healing a WAR tank for something in excess of 13K on a single Benefic II for giggles >>;Generate an aetheric bond with target party member. Each time you cast a single-target healing spell on yourself or a party member, the party member with whom you have the bond will also recover HP equaling 40% of the original spell.
