I'm pretty sure it's new content for anyone who hasn't done it.

That being said, why would it have to be an old event?

Because the seasonal quests have their own story behind them. I don't remember the quest all too well, but I think the /bombdance had its own story (and bringing back that particular quest would exclude those who have already done it, if we use the Lightning, Shantotto and DQX events as an example. Players who already did the quest could still do the FATE's, they just couldn't do the quest).

Personally, I'm fine with SE doing it this way, as it means they have to make new gear (and a story) for every event, since it would cause issues if they made an item you can buy 'free to get' at a certain point in the year.

I always hated the cash shop. No one wanted it. Everyone was happy when they said they had no plans for a cash shop and then months later outta nowhere they added a cash shop

Like it or not, that money went to funding the European data-centre. It was a necessary "evil" and it's making a specific group of players happier.
