Mercy stroke is an amazing off global, you also gotta concider that there is not only the boss in a raid but adds too and it helps finishing them faster too.
I get plenty uses of Mercy Stroke and it's a free 200 potency.
I use Foresight instead. The only way I would take that skill is either if the cooldown was lowered to at most a minute, or if it could be used whenever. I still question the developers using it as a cross-class skill considering Misery's End and Assassinate cannot be cross-classed...

Foresight is even more of a useless skill compared to mercy stroke hell look at A1 you can use it on the adds and the boss when its sub 20%I use Foresight instead. You use foresight on what exactly? Throughout all of 2.0 and all the 3.0 level 60 fights, there is only one fight where a monk would take unavoidable physical damage where mitigation would be useful(t13's earthshakers). Anything else you could be hit by is magical, which foresight doesn't work on, or avoidable.

On a single target? Faust? 1200 or so.
The fight itself is not single target, but a kill run should end up with a melee at 900+ at least. Depending on party setup/pots/food/luck you can reach 1100, but you should get a kill before you master the fight to that extent.
Alright I'm good then. For some reason people are claiming they deal 1400-1500 dps on just Faust, but I'm fairly certain the add up the AoE damage.
Anyone getting 1400-1500 on Faust with current gearing (~i185-187) is getting AoE splash. On a solid run with little to no AoE splash you could can get 1300+ with some good crits, but not 1400+.
