From what can be inferred from Aymeric and Lucia, it's all but confirmed that the vast majority of Ishgard's citizens are Elezen. Most of the citizens in Coerthas are Elezen, though there are Hyur here and there. Aymeric says something like "Lucia isn't native to Ishgard, but she's earned my trust;" it's possible all non-Elezen Ishgardians emigrated there, but nobody can say for sure until we can set foot in the city proper.
It seems however that all the proper Houses are elezen, meaning they have higher standing in society as a whole and it is very possible that the elezen Ishgardians consider their hyuran citizens of a second class nature, or not 'true' Ishgardians, given their xenophobic nature. Just speculation based on my observations in game.
Well, you don't need to look far for confirmation most Ishgardians are Elezen but the Hyur population while small is still very present. And them being immigrants or the descents of some doesn't change they are Ishgardian. You can find a hyur knight in Whitebrim who talks about worshiping Halone and specifically if his beloved chocobo will "go to heaven" (not the actual wording/thought but I can't remember what he said exactly).
He's a knight for one of the Ishgardian's Noble Highhouses, he worships Halone, wonders if his Chocobo will get into Ishgard's version of heaven and worries about being branded a heretic (because of the chocobo thing). Only way he can get anymore Ishagrdian if he's punching dragons topless while Halone cheers him on from the great beyond.
Mostly did the last part because the concept of punching dragons will never get old to me.
Edit: Guys, guys, come on now. We all know Ishgard is full of fanatical xenophobic as-...jerks... but they aren't racists. It doesn't matter if your a miqo'te, roegardyn, lalafell, or even elezen in a true Ishgardians eye's you're all heretical scum. ^.^

It's still too early to tell. I mean, at 1st glance you think Gridania is "ok" just as long as you follow their rules, but unless you do side quests you wont know how racist they are against duskwight elezens and keeper of the moon miqote's.
As far as I know the original Ishagardians probably moved/ migrated to Ishgard to escape from the great Hyuran migration to Eorzea

Rock bottom? It could have been much worse.Honestly, I kind of like the way the story is headed. This showed that we (the Warrior of Light) aren't some omnipotent being.. That we aren't untouchable. The scions are gone (I'm going to say captured, not dead), we've been betrayed and framed for murder, by people we trusted. We've hit rock bottom.
But the one good thing about hitting rock bottom, is that the only place left to go, is up.
Hoping we play a more active role, in Heavensward. Forming our own plans when it comes to getting the scions back (hopefully) and raising ourselves back up to where we were, before the betrayal. Granted the game will tell us where to go, but storywise, it's the Warrior of Light making the decisions.
We could end up in the prison with our level reset to 1, or got caught with certain heretic leader while trying to cross the border into Ishgard...
