I doubt they believe the nonsense, both Limsa and Gridania know the WoL and Scions are innocent. They've already taken measures in their own lands and extradited the crystal braves from their cities.
It is still not in there place to interfere with Ul'dahn internal affairs, no matter how unjustified it seems. Without hard evidence, if they were to try and cry wolf to the citizens of Ul'dah all they have working for them are rumors. (Even though we know its true)
If civil war does break out in Ul'dah, the most probable course of action is to 'aid' the faction that fights the Monetarists.
