Are you planning on using crafted gear at all or just purely i130? From what you've posted it just looks like you plan to use i130 only from the other set you linked. BiS with no crafted gear is this http://ffxiv.ariyala.com/OUKD. This results in a 0.72 str increase over what you linked. Either set would be extremely capable.

I haven't really sat down to look at it since once you get multiple pieces of crafted gear pentamelded you're looking at 10's of millions. My belt alone ran me 6 million between getting crafted and all the materia. You need to ask yourself how much you're willing to spend, and then adjust your set according how many crafted pieces you can realistically afford. I wouldn't really suggest going after more than three or so pieces. You'll have to be fairly loaded to get that alone...or some insane luck.

I'd have to breakout the spread sheet with a few different materia layouts to really tell. It's on my laptop at work, but just some quick tinkering you'd be looking at something probably like this http://ffxiv.ariyala.com/PS2Z. You'd need to be prepared for an easy 40+ million even with decent luck.

Because skill speed increases your DPS. The reason crafted pieces can beat i130 is because you can fit both DPS increasing secondary stats and accuracy. If you specifically leave out SS then they typically aren't worth the investment (there are some instances where focusing more on accuracy on them can be beneficial). Many people try to get crafted stuff, run out of money, and are like well I'll just put in rank III materia instead which is also a bad idea because you will most likely not hit the values you need to make them better than their i130 counterparts. It's not like SS alone is bad. SS and long fights can be if you don't manage TP and have no bard/ninja causing you to be TP dry for extended periods. 458 SS isn't even that high anyway. You'd need a pretty high SS value to really frown upon it to be honest.

Edit - Some of the accessories you can shuffle around materia load outs for different outcomes, but I'm not going to spend too much time messing with it since I can only test them one at a time. If I had my spreadsheet then I could compare the different loadouts against each other for a better look. What I presented was just some quick eyeballing.
