That is because the want for a vanilla/tc server is in truth so low. Yeah people say they want it but we all know it would have so few players it would be a money loss.

You know that there are a lot of vanilla WoW private servers right?
Same with XI, but the XI one is suffering major bugs from what I have heard.
Yet still with bugs, lag and other bad things, many people go to them for the experience.

Yeah and they are full of bugs. Does not change the fact that it would not be worth it.
This and the fact that no one really sits down and takes into account that it costs real money to potentially run a [official] classic server (as well as any other MMO server). It's easy to say "oh lets petition for a classic server", but there are costs involved to maintain said server. There's also the fact of costs required to hire on a few GMs (or pay existing GMs a bit more). There would also be work required to research all data applicable to a specific patch, and then they would have to rollback the server back to that said point in time. Then there's the cost of keeping the server perpetually in whatever patch it will be.
There would simply be no way to justify a sustainable server like that unless they offered a special charge for classic server access.
