This bit is incorrect. Skill Speed has no effect on auto-attack delay. Auto Attack delay is determined solely by weapon delay, and runs on it's own timer.

The rest, however, is correct. GL stacks do not increase the Skill Speed stat, but rather they cut the GCD by a %.

The wording was a bit funny so you took what I said out of context, but I never said Skill Speed increases autoattack speed. The person was describing the GL buff to be an increase to Skill Speed. I was trying to the tell the person that the GL bonus is not like Skill Speed as they were describing, but that it is a flat increase to all attack speed including autoattack unlike Skill Speed.
