Ramuh: A History and Speculation

The thing is, the Garleans have already seen to it that the damage is done in regards to Ramuh even before the Calamity - the first story mission the player was sent on by Minfilia in version 1.0 specifically involved this. The player actually sees Garlean Juggernauts storming Moonspore Grove and the player is tasked by the sylphs to rescue their 'podlings' from the Grove before Garlean soldiers can destroy them.

The sylphs hate and fear the 'metal ones' enough as it is, and in fact it was effectively the reason why Ramuh was summoned in the first place - the actions of the Garleans against the Black Shroud pushed some sylphs beyond breaking point and violated their previous 'no summoning' pact to summon Ramuh, and the result was the schism in sylvan society between the purple 'touched' variety and the 'free' sylphs who fled to Little Solace.

So yes, there is definitely precedent for the Garleans to be the reason for the resummoning of Ramuh again (and the result of the player fitting into their 'eikon-slayer' reputation and being called upon to take him down. ).
