That's actually not correct - Louisoix ran a completely separate group of Sharlayan scholars that he and the other Archons originally belonged to called 'The Circle of Knowing' - they were completely separate from the Path of the Twelve and originally had nothing to do with them. It was only after the Calamity and Louisoix's disappearance did the rest of the Circle seek out Minfilia "and others with the Echo" and joined them, Minfilia offering to amalgamate the Path with the Circle, leading to the formation of the new organization, the Scions of the Seventh Dawn. Y'shtola actually mentions this in ARR when you first join the Scions.
