As I already stated (and as others did) inactive accounts were bounced during the first few days in which the form was available, so no, it doesn't work like that.
Another interesting detail is that this issue seems to be absolutely limited to the western community. It did not happen in Japan. I follow both the Japanese press and the community actively and I found no reference to it anywhere, and knowing the Japanese community, if it did happen to them, at least 2chan would have gone up in flames and people would have started using Yoshi's picture for target practice.
Mind you, they probably still will if they catch wind that it happened for the US and Europe, as they'll be much less willingly than us to accept that people with inactive accounts were accepted, wherever thy com from.
They are *extremely* perfectionist about this kind of mistake.
