It can be if slowing to a stop interferes with casting, or you have to completely stop and wait for some long drawn out animations to finish before you can start the next WS then yes it has a huge aspect on the functionality of the game. The way you've been coming off is you'd prefer they bring Animation lock in ARR just to make the game as eye catching as possible.

You can't really have both precise stop on a dime timing and precise fluid movements that doesn't adversely affect gameplay or aesthetics, it's a lose-lose situation and as I mentioned before, they are probably just struggling to try and find a good compromise to keep both parties happy, but as it stands it shouldn't be the main focus when there are far more important things to worry about like having a fully functioning UI.
