So it feels reasonable for them to have the whole zone and CE for casual enjoyment, and Forked Tower for more hardcore people.
The best solution is a normal and savage mode of course, but choosing between the two, I suppose it made more sense to give player a hardcore part for the island exploration.
Publicity, right.
So it's essentially content made for the streamers and their audience to enjoy. Not for the _actual_ players, they are not the ones on their mind when they design content. Meanwhile, the streamers will finish it a few times and then they will stop once they have everything they wanted. It's content that's destined to die. Pretty, new and shiny at first, but not built to last.

One thing 14 was known for was exactly the opposite: That content was always doable in some sort of form, it was always accessible. With content like Forked Tower? Except discord groups doing it now and then, I don't think it will be accessible in the future. Even worse than BA at the state it's in right now, and the bad reputation it has among the player base does the rest.

Might be that you're right and this is their exact thought process behind this fiasco. We don't really know and maybe we never will, because they don't like to explain themselves.
But this just means what I wrote a few posts before: This game is not meant for casuals anymore.
At this point, I don't even know why I'm still playing tbh...because it's just tireing.
