This has less to do with the cash shop, and more with the way SE decided to handle the implementation of the second dye channel. Basically any colorset row that's already in use by the first dye channel, is never considered as an option for the second dye channel. Using the WHM AF robe as example, the only possible colorset rows for a second dye channel are: the belt, a single ribbon, the few remaining metal parts, or the part of the hood that isn't already affected by the first dye channel.

But I guess it's easier to yell CASH SHOP and ignore all the lvl 1 non-cash shop glamour items that have also received second dye channels.
