Let's face it. FFXIV was never really invested in "quality of community" quite the same way that other mmorpgs have been in the past, but also gone are the days when communities were how you did anything. FFXI might have been a bit overkill on the idea that you needed help for almost everything while you were still in the leveling phase. Even just leveling alone wasn't really useful on most jobs past level 10... but I do think that highlights the main issue of why CWLS and any other community implementation they've done has been lack luster, and continues to be lack luster.
Final Fantasy XIV is much less community forced, and much more single-player focused... because the game is much more story heavy to the point where there are solo instances (don't even get me started on forced solo instances in an MMORPG rant), that alone should tell you exactly how little they wanted the sort of the same community/unity among players... FFXIV is much less an MMORPG rather than it is an RPG that allows content with other players... now I'm not saying that design itself is inherently a terrible thing, but I do think it highlights why I always felt FFXI to be the much better "MMORPG" over all, purely because it adhered to the name in style and mechanics. There wasn't really a lot of single player only mechanics in fFXI. There were a few things, like the level 70 level-break quest to be able to reach 75... but that was the rarity, not the rule.
Unless we as a total player base push very hard for more group based content, and more communicative QoL features, we're just not going to get them... the ethos for FFXIV has always been less reliant on community than older MMORPG titles, and this means they care less about our ability to interact. I'm sure they see LS, CWLS, PF, and every other communicative feature to be bonuses for the players, rather than actual requirements... but because they don't force player interaction enough organically (there are no 15+ min boat rides, no 5 min airship rides, both taken with other people) we're kinda in a sad state of affairs all things considered.
I'm not saying I want 15 min boat waits and 5 min airship waits... i'm not saying that was a good thing... but I am saying that FFXIV is by its nature a very different beast from a communicative standard, because we can play through the vast majority of MSQ content by ourselves thanks to NPC's, and are often expected to do content alone in solo duties... this does not fosture the sort of environment where communicative QoL features become a paramount concern... not for players or the dev team...
