It is a question of common courtesy. If the tank is moving at a reasonable pace, then there is no reason for you to move ahead of him to pull. To do so is bad manners. If he is moving slow, use your words and ask him to speed up.
On the other side of that, tanks should understand that, sooner or later, you're gonna run into these kinds of assholes for whom common courtesy is an utterly foreign concept, and it's not your job to "punish" them. That's pure ego talking. Just roll your eyes and let it go.
You trying to get them banned for over-reacting to your bad manners is equally as egotistical, especially if you're the kind of person who hits sprint every pull to try and bait the tank into reacting this way.

At the end of the day, you can't control what other people do. If you don't like it, stick to trusts or tank yourself.
