That isn't the case actually, I've used a foreign debit card (Lebanese) and my address isn't there on the SE account (it's not even a listed country on this game) and it still worked.(Link to the revelant post here)
Hmm, interesting.... it does explain one thing conclusively though - exactly why they've suddenly started cracking down on region restrictions for accounts (and thus the forcing of players to verify their billing address - it's for... taxation purposes (probably to ensure that the right tax type and amount is charged depending on where you are for tax purposes. And before you pass judgement, I was sent an email from Paypal earlier in the year about something similar, needing to verify my address/location for taxation purposes. Because I refused (I haven't used the account in ages), Paypal closed it. So I presume there has been a legal directive by governments to ensure sales tax/VAT/GST or whatever the tax is called is charged and paid to the relevant government.
And although that seems to only be specific to North America (there is no equivelant mention about EU/UK/rest of the world), I'm liable to assume it affects everyone.
Goes to show that not even Square Enix, not even the Warrior of Light... can defeat the goddessdamn Taxman...
