I could get behind decoupling it from housing, and/or tying it to GC, it could act as a pretty good extension for the GC system if they ever want to expand on the ranks.
That being said, regardless, a solution such as this would still require pretty much looking into the whole reward structure anyway. Something like extravagant 'works' and hasn't undergone any radical changes because it is tied to housing. Same with many of the other rewards locked behind it -- When you look at bringing it to players in such an accessible manner, then the impact becomes a lot more clearer.
This is why I already take an issue with the system of present. How devs expected it to function and how it has actually played out are very differently, IMO. beyond this, another problem I have really is that it does detract from other gameplay elements -- I suppose the way I view it is -- If making Gil is the goal in general -- Why would I bother going for an approach that requires constant sustained effort, e.g., crafting, doing Eureka, doing Bozja, or any other activity when the viable alternative is essentially just passive income through submarines?
I'm at a point with my FC submarines where they can farm Gil, and the only thing I need to do is login daily, send them out, and forget about it until the next day -- and everything else related to Gil because they are already adequate for anything that the game throws at me that would otherwise require or even encourage spending Gil -- So I posit the question again -- Why would I bother interacting with many other gameplay elements, when this is all that is required?
By all means how people have their fun is ultimately their own prerogative, I'm no different when it comes to achievements -- Brrrr... Number go bigger... Brrrr.... -- But this enjoyment does not take away from any issues that people may have with a system -- Be it issues people may have with achievements -- Or be it issues I or others may have with submarines ultimately boiling down to glorified retainers with fairly broken rewards in the long-term.
