Hmm, yeah...my claim of 300 seems a bit much, however during the time the housing lottery was introduced it was possible.
That number would certainly be much lower so perhaps if there were 10 bids per any random plot, a prospective multi-house owner would maybe get a handful of successful bids rather than half of a subdivision. I would see that as a win.

One can dream that it would. But in reality? Yeah...going nuclear would be akin to the ending of 1.0. The (next) best suggestion I've seen is to just hamstring the potential gains of the raw gil output of FC Voyages. Maybe remove vendor trash entirely? The rare minions and crafting materials seems more than enough reason to keep going with this style of content.

Ouch, that sucks. I expect that they used their profits from owning other houses to fund that. I do wonder how spread-out multi-owners can be if they had the chance to bid on any and all plots if they suddenly became available.
