Time for Twitter users to screenshot and send to YoshiP's Twitter with some appropriate tag like #FFXIVmyneighborhood and the full plot address. Invite him to come view it for himself and see how it "enhances" the ward for everyone who lives there or visits.

Wouldn't be the first time that something only got action because YoshiP had to see it for himself to understand that yes there are problems on NA worlds going ignored by SE. I'd do it myself except I'm not a Twitter user and have no interest in setting up an account just for this.

Something else that might work is getting one (or more) of the NA content creators that the development team tends to watch to post something about it from the perspective of the player who owns the house above (with that owner's consent). If the name of the FC and their plot number aren't specifically mentioned, it shouldn't be considered naming and shaming. It's simply a player who's sharing how a housing failure they have no control over has impacted their game experience.

Those doing it might get some temporary attention but it might also get them a perma-ban for using a third party tool to engage in nuisance behavior to intentionally disrupt another player's game experience. Each and every FC member (assuming that it's more than just the FC Master) that has the ability to place furnishings is responsible for leaving them where they are. What they've done is far outside what a rational person would do.
If you go after them for 3rd party tools, youre gonna need to ban every BDTH user... No special exceptions.
