Funnily enough, people should want these kind of ears, since it would allow for easier placement of hats (or rather lessen an excuse for not having them). Although, I doubt SE would do that in any case, since they would still have to do hat hair.

Hrothgar ears are fine where they are, though. We all know most players do not care if X clips through gear. Also, Hrothgar ears clipping through hats would look way less awkward than Viera ears.
Honestly, I think the reason SE don't just throw hats onto Hrothgar willy-nilly is because each face is shaped differently in some places and would leave gaps that would make the hat look weird probably maybe.

Still wouldn't care, just lemme wear more hats.
