They want the FCs with more active members to have an increased chance of winning a house over the FCs with only one active member.
It's not rocket science. It's a design decision. There's still a chance for the FCs with the single active member to win.
And why would you give some players advantage over others in A LOTTERY?! At least when you're buying multiple lottery tickets in real life for a higher chance you actually DO spend more of your money, whereas here people from FC who didn't claim the plot get full cashback. So if you're allowing multiple entrants from the same FC, at least make them lose money.
They give them a better chance because they're a larger FC. If your complaint is that you have a smaller chance of getting the large or medium that you want, so it goes. Not everyone who wants one will be able to get one. They still want to reward the larger FCs that are helping to promote the more social side of the game since that in turn (theoretically) brings more players into the wards to make those wards feel more alive.
Then it's a flawed system that is biased towards a certain party. Which shouldn't happen in a lottery, which is by it's origin a random oriented system. If you're so keen on catering to the needs of FCs, then at the very least establish a price for entrance, like, say, a million. Which will not be refunded even if you win the plot. Current way just promotes FC grabbers to bid with all their members, which ruins the chances for others to claim the plot. And we're not even talking about larges or mediums here, normal players who just want their own first small are in major disadvantage.
That is exactly what you're asking for. An FC with 12 active members versus an FC with 1 active member should be given the same chance? Why does the single member deserve twelve times the odds as each of the 12 in the larger FC?

How is this a problem? 56 people managed to get the gil to bid, and took the time to do it. Sure, lock it to one bid per FC. Then, when your active FC loses to a solo FC, you can come back here and complain about all solo FCs being sub farms and RMT and that you never see your neighbors in the wards! Infinite complaining generator!
There's no real good justification for active FCs being equally weighted. You could certainly argue that they should lose some proportion of their bid money, but ultimately it's clear that SE's goal was to maximize the amount of people who have access to A House, one way or another.
