It's not rocket science. It's a design decision. There's still a chance for the FCs with the single active member to win.
And why would you give some players advantage over others in A LOTTERY?! At least when you're buying multiple lottery tickets in real life for a higher chance you actually DO spend more of your money, whereas here people from FC who didn't claim the plot get full cashback. So if you're allowing multiple entrants from the same FC, at least make them lose money.
