I think Halone has a nice design but of the four fights she is the one I fall asleep in the most. It wasn't a very engaging fight.

It feels like we're fighting the gods just for the sake of it. The whole thing feels forced and thrown together to get those old myths unraveled and out of the way, without actually thinking of a way how to do them justice. Nier was awful too but at least the boss fights felt more fun and memorable, excluding the last raid, that was just complete garbage and nausea inducing fuckery from beginning to end.
You described it exactly how I feel. The worlds feel very hallow like they don't really belong and the fights with the gods also feel forced. There's no suspense with these raids. Just wholesome combat with deities we know nothing about.

Also, it was difficult. Maybe not to savage raider, but for the random casual joe it was. I don't think there have ever a raid that wipe group as many and as often as Ivalice. Nier on the hand, wasn't difficult, and indeed was just a time sink because of bosses were just an HP sponge.
Different age, different times but I think each expansion has had its fair share of difficulties. World of Darkness was tough to most parties for awhile. The Weeping City was also pretty infamous, that's why we got Ozma as a boss in Eureka. Then Dun Scaith was also really tough. And some of these raids became even harder over time as new players came in and vets forgot the mechanics. Which is what led to the Crystal Tower cheese. Then the entirety of Ivalice. The Myth's of the Realm, first and second parts probably have the easiest historical 24 mans to date. Wither or not this is a good thing is subjective.
