Again: this is disproven easily by anyone with more knowledge than I. As well as how the majority of this is based entirely on "me feeling like the quality is dodgy". Didn't Yoshida do a presentation on what their workflow is being like and what stuff requires the most time? It'd easily disprove a lot of it, I'm sure.
As Roabolic pointed out, they likely borrowed people who worked on FF14 to work on FF16. As I recall, the writer for FF16 is the same writer who gave us Heavensward, and I don't doubt that other devs were also taken from FF14 to help get FF16 up and running. There's a good possibility that we'll be seeing more stuff once FF16 is out the door. Hopefully there will be 0 DLC for FF16 just to guarantee it.
