ACT in and of itself, with no plugins, is a glorified packet sniffer. Last I'd used it, it intercepted combat data between client and server and parsed it.

Iirc, ffxiv does not write to a combat log file, which is why there's a tool that does it.

It's a breach of ToS, but a default, completely basic ACT install is the absolute least problematic of third party tools.

The fact it can alter packets going to the server though should you want to, is a problem, however. This is where plugins for it come from.
