I mean, idk the situation in JP but do they consider Tonberry to be important to them or is it a server they wouldn't mind letting go just because of the English base there?
If I'm not mistaken it's wouldn't be the first time that servers were moved to another DC even before WV was a thing. This should have been part of the mix when the servers went live but now it would probably make a lot of people mad I don't doubt but at the very least give the region DC travel to make it work for those who are here.
No one is coming here to fill these servers so there is no other solution in my view although I'd like to hear solutions I'm not privy to.

Elemental's got a strong EN community with Tonberry being the core. Taking it away would be a massive blow for the DC as that's where the majority of EN-speaking expats and non-Japanese people in the greater Asia region play with other servers on the DC being secondary. Losing Ramuh and Unicorn to the new DC was also noticeable, but at least the people who stayed on them could travel to Elemental to play with friends.
Removing any active servers from any active DC, regardless of the region or language, is a bad idea. People have their reasons for being where they are and won't take kindly to being forced into a different region.
