If you phrase it that way, it becomes a self-fulfilling prophecy. Sure, Cross-region DC travel finally being added to the game might not fix Materia's queues cause too many people will travel elsewhere. In the beginning of Cross-region DC travel that will almost certainly be the case. However, there is a chance that as more people move to Materia, they eventually enough of them, out of convenience or otherwise, will also queue for and do content on Materia itself, because of Ping and other advantages. This could eventually normalise the situation over there.

Contrast that with DC travel never being added, in which case people don't move to Materia in the first place because they don't want to abandon established statics, communities, etc. We saw the same thing happen before during the Great Crystal Exodus, where a significant amount of peopel shuffled into Crystal when worlds were moved over there immediately migrated back because those things are usually not worth losing.

One has a chance of improving the situation in the long term, though as you correctly pointed out, not in the short term. The other one certainly won't improve things in neither. So people would like to try out option #1.
