That's the NA perception because it's inherently insecure (and frankly a little racist) over here.
The truth is as Aword3213 posted above. There's too much noise for them to glean any real feedback from this section. JP can organize a thought better.
My statement is more of one on JP player mentality on playing games, which is very likely different from NA and EU player mentalities. Most NA players are terrified at the mere thought of raiding due to the stereotype of toxic raiders and the anxiety of not being good enough. That may not be a thing in JP, leading to more people willing to do it over there. I don't know a damned thing about JP gaming culture though.

Yep, in my understanding, Japanese social etiquette just in general is more focused on the benefit of the group over the benefit of the individual. Whereas in the West it's usually the opposite, the benefit of the individual takes priority.Its actually because of scrutiny the average playerbase in Japan plays better because they think of the group (funny that the west deems this as toxic), not themselves in a selfish fashion.
They also just play content that is delivered by the Devs, and actually like playing socially.
This comes across in Party Finder in that the individual JP player will put more effort into learning the fight and their class ahead of time as to not bring down the group, and if they do poorly they are more likely to excuse themselves. Whereas in NA/EU PF, the average player is far more likely to just blame someone else like the healer or tank and not put in as much effort into fixing their own mistakes.
