You're not really making a case for Island Sanctuary being fun if your only example of good content in it is "the ability to queue for other, unrelated content"For those who have had houses for a while, housing is actually pretty boring. Not much to do with it, while Island Sanctuary has a few things people have wanted for housing that makes it more interesting and fun. Plus the fact that you can actually queue up for a duty, and exit INSIDE the place helps. A lot of people would probably use their houses more if they could queue up for a duty and leave the duty to find themselves back in their own houses.
I'm a bit weird, because I actually find visual progression fun. I really enjoyed seeing my IS slowly expand over time. I personally am not trying to make a case for it being fun, but it is very rewarding content for the time being, if you are interested in certain kinds of glamour, mounts, and the like. Hopefully they add more, and make it more customizable with more things to do in general!

My favorite housing to this day was EverQuest 2.full xyz axis movement, rotations, enlarging and shrinking...I've heard lots of good things about ESO housing. I also remember Rift housing quite fondly. SOLO had some insane options like flipping things around freely and creating a completely free layout of walls, floor tiles, roofs, levels but was mostly limited to chinese style.
Of all the games I've played, FFXIV has the most limited housing both in terms of availability and design freedom.
People might be sour, but you straight up lack empathy.
Don't forget being able to hang up your weapons and shields. Felt real good having a hall of all the epics I worked on with my guild. Speaking of which, guild housing was 100x better than XIV's FC housing. The teleportation hub alone to outside areas your guild can decorate was amazing!
I have stated before, I would only gather if I had something to watch or listen to on the side or background multiple times on the forums, and even then it would only be in bursts. What does that tell you of how I feel about the content? I found the rewards satisfactory, and the visual progression enjoyable.
In regards to the Doman Enclave, I did enjoy seeing it being built up over time.
