I think people discount the enmity drop more than they should...
Evasive Jump reduces enmity and that is extremely useful. Dragoon, and monk for that matter, have access to archer abilities. Archer have chameleon and quelling strike. With these, evasive jump, chameleon, and quelling strike, a dragoon can do more damage than a warrior without pulling threat.
I play BLM mostly and my damage would be greatly reduced without enmity drops. Freeze drops me from red to green, most times. Throw in the fact I'm using quelling strike and chameleon when ever I can, I'm generally at less threat but have done more damage than the other character without them.
In short, do not down play the enmity reducers. A good dragoon will be at higher damage and but at lower threat at any given time. Lower enmity means the dragoon can loose on WS more readily without the worry of pulling threat.
On a side note: I run WHM a lot and as such even if a DPS warrior pulls threat, it annoys me greatly. I do not like playing 'guess who is going to take the next hit' because the DPS warrior is being uncontrolled in enmity.
