I don't worship Yoshida at all, but I am rather fond of logic and working out how things work based on what I can see.
I am looking at the systems as they work in the game, at least what I can observe as an end user. The preview screen works differently to the actual glamour in game.
There are no examples, to my awareness, of gear in-game behaving as it does in the preview screen (players able to combine incompatible gear) and there are no examples of gear in the preview screen refusing to display because of job incompatibility. Gender incompatibility yes, because the models don't exist for you to try them on, but job compatibility is simply not checked.
Therefore, logically, the checking system that (as I understand it from what I have previously read here) only lets glamours display in the live game if they are compatible is simply not checked in the preview screen.
Running that check in the preview screen would, as I explained in my previous post, make the preview screen utterly useless for trying on gear unless you switch to the appropriate class and have it at the appropriate level. You couldn't try on someone else's outfit in a dungeon. You couldn't try on weapons without being the exact right job. You couldn't try on endgame gear until you reached max level. Therefore it is necessary for the preview window to be job-blind and not check for compatibility. (It also shows you without a weapon equipped, which is an impossibility in the live game, to the point that there's a hidden "no weapon" class just to prevent it from bugging out if you did somehow remove your weapon.)
So you can try anything on in the preview window, including artifact gear. No fine control "you can wear anything except these selected items". Just a blanket ability to equip anything.
If they can and did transfer that permission out into the wider game, which would not involve ticking a box but altering the universal rules that decide whether a glamour displays, then artifact gear would be glamourable just as much as anything else. So if they don't want to allow that, or don't want a level 1 character wearing level 90 gear immediately*, then they can't use that system.
* a system that works in their favour, as keeping glamour locked down by level means they wring more money out of us if we level the class so we can wear it.
